This is a case where there is a clear iterative relationship with the organization of the negotiation process. As we shall see in Chapter 9, recent trends in the way in which negotiating arenas in the climate change process have been organized have triggered an increase in the number of active negotiating coalitions.

Each COP President has been charged with consulting to resolve the impasse. However, since the adoption of the Kyoto Protocol, the COP President’s consultations have been cursory at best, or have not taken place at all, and the application of the draft rules of procedure at each session has become unchallenged established practice. For this reason, and in the interests of readability, this book will refer simply to the ‘rules of procedure’. The rules of procedure, which include a broad set of rules for the functioning of the regime, are largely unexceptional in the multilateral environmental arena.
