The existence of central guidance does not change the fact that the essence of the system lies at local government level and in the locally prepared development plans. It is for local planning authorities to determine how best their areas should be developed in the light of national guidance and local concerns, following public consultation. This remains a genuinely locally based system. That it has remained so stems in no small part from its ability to reflect effectively the concerns of the different interested parties, including central government.

This is true across a range of activities: • local authority transport programmes should flow from their development plan policies • economic and housing strategies should also be consistent with plans and so funding in these areas should support plan aims • regeneration agencies such as English Partnerships are charged with working within the development plan framework Achieving consistency in these areas is primarily the task of the local authorities that are responsible for developing the different strategies and bids.
